In 2004, the water bill of a middle class family (who consumed 45 KL
water per month) was Rs 74 per month. This has increased to Rs 1355
today, an eighteen times jump in 9 years. Why? Records indicate that it
is due to huge corruption scams in DJB.
The most frequent modus operandi that is being employed is to project fictitious figures of Non-Revenue Water (NRW) and then award bogus projects to reduce NRW.
What is Non-Revenue water (NRW)? It is that water for which DJB fails to collect revenue. It could be due to leaking pipelines or due to failure of DJB to collect bills. According to DJB, roughly half of NRW is due to leakage of water.
According to Delhi Jal Board, 840 MGD (Million Gallons per Day) of water is available in Delhi from various sources. DJB claims that out of this, 50% is Non- Revenue Water (NRW) and half of that is due to pipe leakages. This means that roughly 210 MGD of water gets leaked everyday in Delhi. That is a huge quantity of water. If that much water comes on the roads of Delhi everyday, there would be floods in Delhi. Some people in government claim that it is the underground pipelines which are leaking. Therefore, according to them, the water goes in the ground. If we believe them, then the water table of Delhi should be rising. Even that is not happening. So, is that much water really leaking?
Sonia Vihar:
Sonia Vihar water treatment plant was commissioned in October 2006 by a French company called Degremont. This plant is being operated and maintained by the same company since its commissioning.
According to DJB records, the plant is being provided less raw water and it is claiming much more production than that. Obviously, it is not possible. This means that the production figures of Sonia Vihar Plant are fudged and are being fraudulently inflated.
Why are the water production figures being inflated by Sonia Vihar plant?
In order to understand the scam, let us take the case of January 2011. In January 2011, 48 MGD of raw water was supplied to Sonia Vihar Plant. Obviously, the actual water production would be less than 48 MGD. Let us assume that the actual treated water production was 47 MGD. However, Degremont, in collusion with Delhi government, projected a much higher water production of 137 MGD. Then, Delhi government claimed that 137 MGD of water was sent for water distribution in that area and the consumer payments were received for only 47 MGD. So, Delhi Government claimed that the rest of the water got leaked or stolen. Therefore, by fudging these figures, Delhi Government created an artificial NRW of 65.7%. And then Delhi government used this artificial NRW to award multi-crore projects to reduce NRW! And these projects were awarded to Degremont.
Malviya Nagar project for reducing NRW:
One such completely bogus project is the Malviya Nagar project which has been awarded to Degremont. It is Rs 519 crores project. Malviya Nagar gets its water from Sonia Vihar. Degremont has been asked to reduce NRW in Malviya Nagar from 67.42% to 15%. As mentioned above, the entire NRW figure is bogus.
Financial implications of Malviya Nagar project on each consumer in that area: This Rs 519 crore Malviya Nagar project would cater to 32,000 connections. It comes to roughly Rs 1.62 lakhs per household. That is the financial burden being imposed upon each consumer. Its interest burden itself comes to roughly Rs 1500 per month on each consumer.
Total financial bonanza to Degremont: Malviya Nagar project caters to just 10% of Sonia Vihar command area. If similar projects were implemented in the whole of Sonia Vihar command area, it would cost Rs 5000 crores i.e. 1 billion dollars. And if most of these projects go to Degremont, that is its financial bonanza. All this money would be spent on bogus projects. It is the consumers of Delhi, who will have to pay for this.

How authentic are the NRW figures in Delhi? In 2005, Delhi government claimed an NRW of 50%. Since then, it has spent hundreds of cores of rupees to reduce NRW. Pipelines worth hundreds of crores have been replaced. Still, Delhi Government claims an NRW of 50%. What happened to all that money?
How authentic are the water production figures of Delhi?
Is Sonia Vihar story being repeated everywhere? Is Delhi’s water production being artificially inflated to project bogus NRW and then bogus contracts worth hundreds of crores are being given out to reduce NRW?
Nangloi – another instance of corruption:
Veolia, another French company, has been given a contract at Rs 14.99 per KL of water. They have to treat water, distribute it, collect bills and maintain the distribution network in that area. They would be provided raw water and electricity free of cost.
DJB does exactly the same job at Rs 2.90 per KL (See Annexure 7). Then why is DJB paying Rs 14.99 per KL to Veolia for some work, which it itself does at Rs 2.90 per KL?
Delhi Government plans to implement Nangloi and Malviya nagar types of projects all over Delhi in the coming years.
